The Liberal Democrats have won the Chipping Norton seat on West Oxfordshire District Council from Labour.
The Liberal Democrats had previously never finished higher than third.
A by-election was prompted by Labour councillor Rizvana Poole, former executive member for stronger, healthy communities on West Oxfordshire District Council, taking the decision to step down in September.

The results were Mike Baggaley (Lib Dem) 403; Caspar Morris (Conservative) 383; Kate England (Labour) 350; and Claire Lasko (Green) 152.
West Oxfordshire District Council continues to be led by a coalition of the Liberal Democrats, Labour and Green parties. Liberal Democrats Councillor Andy Graham is the Leader of the Council.
Councillor Rachel Crouch replaced Ms Poole, joining the council’s executive as the executive member for stronger, healthy communities.
